Florida mobility fees belong in the new-build budget

Local mobility and impact fees can affect a Florida building budget, especially when a new project adds demand for roads, parks, schools, fire service, or utilities.

A new build budget can look fine until the local fee lines arrive.

Impact and mobility fees are local charges tied to new growth. In Hillsborough County, the old road impact fee has been replaced by a mobility fee. Other impact fees can still apply. Orange County’s fee page shows pieces tied to schools, police, fire, parks, roads, and water or sewer work.

The timing is easy to miss. Hillsborough checks mobility and impact fees before a building permit or similar approval. If a permit expires, the project may be checked again at current rates when the permit is reissued. In Orange County, impact fees are usually charged when the building permit is issued, with some exceptions.

For a homeowner, builder, or small developer, this is an early question. Ask the local permit office what applies to the exact address and exact use. A house, addition, duplex, shop, hotel room, warehouse, or restaurant can each land differently.

Do not guess from a nearby county’s number. Fee schedules, districts, credits, old approvals, and dates can change the final answer.
